The year is 2294, 13 years after the NCR suffered a devastating loss at the hands of Robert House during the second Battle for Hoover Dam. The New California Republic is on the verge of economic disaster, funding more wars then they have the money and men for. To make matters worse, things inside the country are just as bad. Gang violence is on the rise in the capital cities, and there has been more then one incident of entire towns defecting.

With the threat of national chaos at hand, President Martin Fox and several other politicians were left to debate on how to handle the economic and civil discourse at hand. Many solutions were brought up, none of them preferable: Marshall Law, Retraction of Military Presence in foreign lands, and drafting the very people that raised weapons against the government. Just as the congress felt backed into a corner, a solution to both problems was brought forth... but not by any politician.

He simply referred to himself as The Warden. Escorted by several soldiers, he brought forth a proposition to the NCR Congress: Lock the gangs, rebels, and enemy prisoners of war into an isolated environment, where they would be prevented from leaving by several armed forces surrounding the site. A ultimate solution to the physical conflicts growing from within the country, as well as a way to intimidate enemies of the NCR. As for the economics? Events in the prison would be broadcasted to the public, via radio and writing. For those whom had a strong interest in what occurred within, they were more then welcome to pay a fair sum in return for spectating and accommodation around the complex. The Congress agreed to the solution, and within a year, the prison complex was ready to accept captives.

Located on an island three miles off the south-western coast of California, Fortune City, a forsaken place that was once known as "The Baby Vegas" during Pre-War era for its many casinos, was the location for the prison. Large, concrete walls had been raised by the NCR all around the island, complete with searchlights and watch towers. A massive military complex had been set upon the bridge that connected the island to the mainland, tents, Verti-Birds, and other transports dotting it. It is here that the prisoners are escorted into the city, whether on foot or with vehicle.

On the inside, ruined structures tower above the rubble-littered streets, casting their shadows upon those that dwell below. A unactive power plant can be found on the north west edge of the island, along with various factories and other structures one would expect within an industrial district. To the far east, an abandoned prison rots away, currently occupied only by crows. The rest of the city is an assortment of hotels, casinos, and metro tunnels.

Whether you are a soldier of the NCR, prisoner within the walls, or bounty hunter sent to finish a job from within, there is one indisputable fact that all dwellers of the island live with every day: Dusk brings Death.
