does it actually hurt friendlies while you are in combat with them or just give them the shroud of the fire damage.

was fighting with a guard, against master vampire, i didnt catch bounty.

still, does it inflict damage on friendlies youi are not engaged in comat against?

Hopefully it only affects enemies. I'm not sure.

he was totally in flames... i only got bounty for acccidently striking him.

now.. is there a way to make it just slightly less distance needed using the creation kit. seems like i got to play stomp your foot with them.

No. It only works on hostile enemies, or passive creatures such as foxes and bunnies.
