I placed a letter from Calcemo on Tullius' body to try and keep it from despawning. I went back after a week and checked castle dour but his body wasnt there. I went in the Solitude catacombs and checked some coffins and found the letter in one of the coffins. I thought the halls of the dead were for nords only.

I don't see why they would be. It's not like only Nords die :/ Nazeem will also get placed into the hall of the dead after death. I'm sure many others do as well.

Also if I'm correct the owner of the White Phial also gets placed to rest in the catacombs and thats in Windhelm of all places.
