I was testing containers using set timescale t o 30000 -- is it safe to say a month passing that way registers a containers respawn obligation. so if i did that and a container didnt respawn.. its permanent?

If you did this in the console, it should go away the next time you load the game.
BTW, setting the time scale to extreme values causes all kinds of problems and never solves any issues. BTW, it screws up every script that has a timer function in it. Make reasonable changes and only enough to slow or speed up time just a bit because you want the days to go a bit longer or something.
Better would be to get, or make a mod, that gives you a 73 hour and 31 day Wait/Rest option.

meaning if i judge a containers permanence or respawn value by set time scale -extrme-
can i count it as a real time factor of safety or threat.

Everyone else already knows it is going to screw up the game if you make drastic changes and do much of anything in the game. That is why no one else has added to what I have said.
