Does anybody know how the CWResetGarrison quests work? I'm trying to fix the issue of the Stormcloak guards not spawning in Whiterun after the Battle of Whiterun, and fix the same issue for guards I've spawned myself in custom and pre-existing settlements (for now, Granite Hill and Half-Moon Mill in Falkreath)
