I ended up flooding the gang and went back to the quest giver, but she won't give me my reward. Do I have to kill that one gang member in the east area? The wiki said I didn't have to, so I wasn't sure if the quest was bugged or if the wiki is wrong. I pulled the lever, watched the water hit the ceiling and then I left. I'm wondering if I have to stay in that area longer to make sure they drowned. I'm at a really low level and its too tough to kill them. Does it take some time for them to drown or is it fairly instant?
