I've decided to play skyrim again, but now on the PC and with my new story I've joined the imperial army very early. The problem is that now I can't complete "the axe of whiterun" because everytime I go to windhelm I get attacked by the guards, note that I have not traveled there until this quest.

Maybe they just want some money. Pay off the Bounty or just go to Jail.

Won't give me an option to pay it off and I tried sheathing.
Edit: When I say I never traveled there I mean windhelm, I also can't go to dawnstar and maybe some other cities.

I have civil war overhaul, maybe that's the reason why, I'll turn it off and see if it fixes this problem.

Wait a few in-game days before returning. Stay away from Whiterun for a bit, then go back.

I waited 7 in-game days and turned off the civil war mod, still being attacked by stormcloak guards.

Cast calm spells at them then click on 1 and pay of your bounty.

You could try running past them... see if you can bring a follower along, they'll be your bodyguard.

You know it helps to read the description of a mod...
If you join the Imperial Legion you can't go to windhelm without getting attacked,unless you wear Stormcloak armor.

I killed a windhelm (stormcloak) guard and took his armor, managed to run away and waited 7 days. Went back to windhelm and still being attacked by guards, I'm about to give up and make a new story.
