Okay so why do all the dwemer machines in morrowind (orig) say mysterious dwemer device, or mysterious dwemer steam machine? I'm incredibly curious if you can find out what they are and if you can fix them

Short answer: Nope. They're mysterious.

Long answer: Nope. Bethesda didn't implement their restoration into the game. If you've played the Tribunal mainquest then that's about the closest you'll get to restoring any Dwemer technology; well, the Telvanni touch on it (building your own centurion); and the Mages Guild at least has you interact with Dwemer technology, but not restore anything.
