Tycho's Fallout RPG Ruleset [Beta]

For a little over a year, I've been working on creating, from scratch, a ruleset for Fallout tabletop games. My goal was to make a relatively simple set of rules so that story-focused games could be carried out by fans of the Fallout setting who are also into tabletop RPGs. This ruleset is simpler than games like D&D and Pathfinder, though it does take a decent amount of work by the GM in order to manage all of the combat mechanics and such. The whole word document is 140 pages, though only the first 18 are actual descriptions of the rules (levels, stats, combat mechanics, etc.). The rest is stuff like a list of all the weapons, sets of armor, perks, items, creatures, etc. and all of their stats (so the stuff you reference during a game to make combat calculations).

My other goal in designing this ruleset was to create something that could be used in the forum RP setting to give the GM more control and allow for more organized (and hopefully longer lasting) story-driven RPs. Like others around here, I've seen a lot RPs with really promising stories, settings, and characters die before they even got off the ground. My hope is that this type of ruleset that binds both players and GMs by a set of rules will remove the elements that usually lead RPs to fall apart. RPs run with these rules would be quite a bit different from the standard RP, in that players will not be in control of things like if their bullets hit their intended target, how well they handle blows from enemies, etc... Instead, those things will be determined by statistics and by how players chose to modify those statistics by choosing skills and SPECIAL values on their character sheets.

Keep in mind that this is the beta version of this ruleset, i.e. it hasn't been tested full-scale or really at all. It has been edited, but it may need a lot of revision. Its first use in a forum RP will begin shortly (if enough sign up that is) when I launch an RP campaign that I have been working on since I started this ruleset (I worked on them side by side and integrated the ruleset into this RP campaign). interesting but i don't see why you can't post it in a spoiler tag or tags that why you could get faster feedback
