Problem with retail copy of Ultimate Edition

I have a ridiculous problem.

I bought the retail copy of the New Vegas Ultimate Edition because my internet connection is bad (it's dialup, I can't afford anything better). So downloading the whole game wasn't really an option.

The problem is, the game doesn't seem to install all the files from the disc. After looking around at various load order threads online I've noticed people have TribalPack.esm and I don't (there's also no TribalPack.nam). Okay, whatever: Steam should download it. But it won't. Even after doing all the things people usually recommend and then reinstalling Steam, it's just downloading some data in the background and then throwing it away. This is not just a connection issue, since it's updated games in the past.

I bought this game in March and could have downloaded it via Steam in that time. Assuming Steam worked.

So really, the question: is there a problem where some of the retail copies of Fallout New Vegas Ultimate Edition are missing files, or is it just Steam being evil again and not installing everything?

If nothing else is there a way to stop Steam caring about the Tribal Pack?
