What are the best places to find Thalmor Justiciars walking about? Are they more likely to show up in certain areas than others? Or is it completely random?

Also, I'd like to know if there are any unique events involving Thalmor Justiciars and the Talos Shrines that are hidden about the land.

My Redguard kills as many Thalmor that he can lay his eyes on, so any info in this regard would be helpful.

Note that I'm not talking about the obvious places, like the ones in Understone Keep or the Thalmor Embassy.

There is a Talos Shrine Massacre nearby Riverwood. All these worshipers and one Justiciar are dead.

Other than that, they are a random encounter.

The Justicars are encountered along the major roads in Imperial* holds. Thus, if you have not started the CW yet, they will only appear in:

• Falkreath Hold
• Haafingar
• Hjaalmarch
• The Reach
• Whiterun Hold

. . . and a bounty can be put on your head if you attack them.

They will also disappear from Skyrim entirely if the CW is completed for the Stormcloaks.

*Thalmor death squads, which differ from regular Justicars, can appear in Stormcloak holds and also spawn in the wilderness. These too disappear if the CW is completed for the SCs.

I've often met them around Fellglow Keep, near Whiterun.

There's a shrine of Talos near there where two of them lie in wait. I've only encountered them on the PC version though.
