I really like the NCR Ranger Armor and the helmet, but they're both in poor condition...

So I need to make at least 15,000 caps to repair the armor, and some more for the helmet.

Unless I can kill a Ranger and use his set to fix up mine, can I do that? If so, where are some non-essential Rangers?

Also, what is the best way to make caps? I was working for the Van Graffs, but I think they might want to kill Cass, and I certainly don't want to kill her, but then again I don't know wtf is going with all that mess.

Don't have 90 Repair, but thanks anyway. I'll look into that Perk next playthrough, looks useful.

Take it to old lady Gibson or some other vendor with a lower repair skill, fix it up a bit until you get the caps to fix it full. It's not that hard to make the 15,000 caps. You just have to loot some fancy weapons from fiends, get some black combat armor (easy to find) and sell it. You will have the caps in no time.

Oh, I didn't know you could get it partially repaired. I was taking it to that Mojave Outpost in the southwest.

Also, loot fiends for weapons and sell, got it.

And where do I get black combat armor? I did not find a page on it on the wiki.

A poor-condition set is in the NCR safehouse.

Also:

Stop Kimball's assassination as hes giving his speech without killing the sniper (a veteran ranger is scripted to die, loot him after).

Progress far enough in the main quest and veteran rangers will be everywhere, especially Camp Golf and all the Ranger Outposts.

Raise Camp Forlorn Hope's morale to maximum and they'll have veteran rangers appear, including during the assault on Nelson. You could do something to make sure they die during the attack ("accidental" friendly fire, leaving advanced gear for the legionnaires, etc)

I think the guy at the 188 Trading Post does the least amount of repair. Go to him first. Probably 4,000 to 6,000 caps depending on your barter skill. That should get you to 60% repair. then just save up again and go to Mik and Ralphs who does the most without it being 100%.
