Fortune City... The most unfortunate place for anyone to be. Built long before The Great War, Fortune City was intended to be a tourist trap located on an island a mile off the northwest coast of California. When the bombs fell, the city was not a direct target of the U.S's enemies. Instead, those trapped within would become victims of the anarchy and nuclear fallout that shortly followed. Within years, the city was devoid of all life, and stayed that way for more than two centuries...

...and then He came into the picture. With the New California Republic's prisons overflowing, and economic issues arising from the multiple fronts they found themselves fighting upon, the leaders of the NCR desperately sought a solution to the problems that could lead to the sundering of their country. He was able to provide a proposition that beat all their other options, the man they called The Warden.

The idea he brought forth was simple on paper: Take every prisoner within NCR jurisdiction and transfer them into one place where they could never escape. Have them battle one another for survival, and broadcast the happenings of the city to the entire country. Not only would the broadcast serve as a detterent to anyone whom had any thoughts of opposition against the NCR, but money could be made from the broadcast, as well as families payingthe NCR to keep any loved ones trapped inside safer than most inmates. While many opposed the idea, The Warden was given a regiment of soldiers under his command. Within ten months of the proposal, concrete walls were erected around Fortune Island, and the inmates were introduced to their new home.

The Warden watches over everything from within the NCR Control Center, giving out orders to his soldiers and sometimes having inmates brought in. None of the prisoners have ever met The Warden, and it seems that very few of the soldiers have as well. Either way, the undeniable fact lingers amongst all whom dwell within Fortune City, whether they be prisoners, soldiers, or spectators: The Warden controls all.

The streets of Fortune City are filled with energy tonight. Inmates whom lack affiliation with any of the various groups populating the city stand before the steel, barbed-wire gates that lead into the city, raising fist and weapons as they chant "New blood! New blood! New blood!" As the gates churn open, several inmates trudge into the city for the first time in their lives. Some look like they know what they are doing, while others are on the verge of pissing themselves.

This is a weekly event in Fortune City, known as Delivery Night, and the second most favorite within the prison, topped only by Ration Delivery days. The question an inmate must ask himself is simple: What will he do as the chaos of Delivery Night unfolds?


PRISONERS ENTERING OPENING

The trip to Fortune City was not a pleasant one by any means. Taken from whatever prison you originally were in, the soldiers that serve under The Warden were not gentle when you arrived at the bridge that lead to the city. You were forced into a cage-tunnel with several other prisoners, assault rifles aimed directly at you. "Walk," the soldiers demanded, and so you did, lest you wish to end up like one of the several corpses and men bleeding out within the tunnel.

After two hours of walking, you finally found yourself staring at the giant gates to Fortune City. From speakers built into the walls, an obnoxious broadcaster called out the names of the prisoners being brought into the city, the soldiers sending all of you in one by one as the gates opened up. If the soldiers seemed vicious, they were nothing in comparison to the screaming inmates that were crowded on the other side of the gate, shouting out insults and threats.

The Broadcaster stops calling out names. "The rest of the garbage is worthless to the point where their names weren't even put on my list!" he announces. Suddenly, the soldiers order you and the rest of the prisoners not yet inside the city to move forward, their rifles aimed at your back. One prisoner tries to make a run for it, only to get shot to death before your eyes.Taking a deep breathe, you slowly begin to walk into the city.

It is highly unlikely that you will ever walk out.


GUEST OF THE WARDEN OPENING

You are thankful that The Warden was kind enough to provide guest such as yourself with a small ship to sail you to Fortune City, as the idea of walking the long bridge is not very appealing. Of course, the boat ride was no heaven either. The soldiers occupying it made sure to keep you restrained to your cabin or top deck, and the boat itself was definitely not in the best of conditions. Rad-Barnacles were a common sight, and you were quite certain that the radiation from the ocean was not doing you any favors.

Needless to say, the ride eventually came to an end. Landing on a make-shift dock built at the bottom of the south wall of the city, soldiers escorted you up a set of steps and onto the ramparts. From there, you could see the entirety of Fortune City: Buildings with hardly any power running them, garbage fires burning in alleyways and on rooftops, inmates crowding the streets, and a vertibird hovering in the skies.

The soldiers brought you into the NCR Control Center, a triangular building believed to have been used by the FBI during the Pre-War era. "For safety reasons, The Warden will not be meeting with any of you personally," one of them said, bringing you to a small make-shift bedroom. "However, Colonel Rist, our commander, invites you to dinner. We will escort you to him when you have situated yourself. Enjoy your stay."

And so it was that you found yourself in your bedroom, alone. A bathroom could be located right across the hall, though, judging from the active security camera hanging from the corner of your room, something told you that privacy was something you should not expect.
