I notice that when I use a throwing weapon, like the throwing hatchet, that all the body parts that can be targeted in VATS have the exact same hit chance.

Since all targets seem to share the same hit chance in VATS, would the perks like Hobbler and Sniper (which would normally only work on the head and limbs) increase the overall hit chance for throwing weapons in VATS?
