So, I'm a big dummy and somehow dropped my hood ( I might have had a few whiskeys, but I digress...) Is there any way of purchasing/finding a new one? I know it's in the cistern/flagon somewhere...

are you on the PC? if so you can use Console Commands to spawn a new one..

Someone might have picked it up and it's in their inventory. Try pickpocketing people to see if they have it.
