Huge navmesh left in Brittleshin Pass cell?!

So I've been adding some new custom levels to some various vanilla locations, and I found something both confusing and interesting. Since the navmesh in Skyrim and I seem to constantly be at a state of war, I've been very careful where and how I add doors to my new levels. If at all possible, I try not to even touch the vanilla navmesh and only finalize it for my teleport. While working up Brittleshin Pass I did just that in that I only checked for errors (found none) and finalized, and got a nice pretty lime green triangle for my door. Whew, that was close!

Then, upon saving, I kept getting navmesh errors for that cell. (See, I told you the navmesh in Skyrim is out to get me!) So, I looked up the offending navmesh and lo and bebold, I found a HUGE extra navmesh in the cell that appears to be left over from development. My warning said there were potential overlapping navmeshes, and for the life of me I couldn't find a single one in the main navmesh. This quickly led to a lot of cursing my nemesis navmesh and pulling my hair out as it seemingly laughed its ass off at me and gave me the proverbial finger, lol.

So, could someone confirm I'm not an idiot and there is a mysterious navmesh left in this cell that serves no purpose other than to cause me to drink heavily?
