Digital Deluxe Edition Gauss skin with DLC?

I was just wondering if you got it with the DLC, because some people have said that you don't... but some have said you do. I am a very active gauss user, and would love to be able to get it! Could somebody please inform me of whether it is included with the DLC or not? Thanks.
