projection textures not showing i CK : V

Hi how can I do to enable the sight of the projected tecxturews?

in particular u know the blood decals that are projected over a surface with the arrow , I have the arrows placed but I can't see the blood spread out ...

There is a setting to enable/disable decals in the view menu. I can't remember the specifics but I know it's there somewhere!
