Does skyrim have any rings or other apparel that applies water breathing to the wearer that can be found or bought like in oblivion

Deathbrand Helmet.

You can find the enchant and apply it to a ring it something with a Petty Soul Gem.

You can find them at the armor shops sometimes, and sometimes in loot, so yes, there are. Just keep looking, and like Shadow Titan said, when you find one, disenchant it and then enchant a ring with it using the petty soul gem and you're good to go.

Volsung is a Dragon Priest mask that enables you to breath underwater. Also, raises carry weight 20 points and 20% better prices. Can be found at the Nordic Ruin, Volskygge. Can be accessed at any level. Light Armor, too.

Thank you. Was just wondering where that could be found, but could not be bothered looking it up and ruining the surprise I might find in 200 hours when I no longer needed it. I was just near the trench and decided I had better not drown my Khajiit character. My cat has no intention of going to Solstheim yet and getting her tail singed, and random loot just never seems to give you what you want, when you want it. My character who does not enchant is very fond of that mask and carries it every where.

If you're worried about getting into trouble with deep water (which always un-nerves me) check out Ahzidal's boots in the Dragonborn DLC. Now that's fun stuff.

My characters managed to find a circlet of water breathing that they carry everywhere with them, just in case! would have drowned a few times without it.
I can't remember where they found it - and that might be a spoiler.
