Lucia and Sophie, since they both are totally without a roof over their heads. Everyone else gets to at least sleep inside.
I adopted Sofie and Samuel, mostly because I like their names the most. I did want to adopt Runa because she had the most interesting dialogue, but I wanted a boy and I already had Sofie.
If I had only one character they would be the obvious choice. And they were the first to be adopted in my game.
But I can't bring myself to repeat the Sofie + Lucia combo with all my characters. That would make it meaningless.

I've had four of my characters adopt children, and they all close different ones, since all of my characters exist in the same RP universe.
My Imperial chose Riften as his hometown very early in his journey: despite almost unimaginable wealth, he never saw need to move to a bigger or fancier house. I knew that he would adopt from Honorhall. He has already adopted Runa, and will like as not adopt one of the boys later on.
My Nord was my first character to do Hearthfire all the way, and was in Whiterun hunting for alchemy ingredients and building supplies (glass, goat horns). She encountered little Lucia in the streets, and wasted no time in giving her a home. She does not plan to adopt again, though: her house has bed space for only four.
My Dunmer sets the benchmark for Empire loyalist: just days after her near-execution at Helgen, she was offering her sword to Tulius in Solitude. She was appalled that the son of two of her fallen comrades was sleeping in a pile of straw next to a stable, and rectified this. Blaise now has a cozy bed at Proudspire Manor. Since my Dunmer's spouse comes from Riften, they may adopt a second child from Honorhall.
And my Redguard is my one character with two kids: he took in Alesan because he was a fellow Redguard. Shortly after, he was in Windhelm, considering joining the Stormcloaks (independence suited Hammerfell, after all, maybe it would suit Skyrim as well). However, that was before he encountered Sofie on the street. He decided that if Ulfric allowed the orphan of a warrior who had given him his all to live like that, he was not worthy of being High King. Instead, he took Sofie back to Markarth with him.
My only character who has not adopted if my blood-svcking Khajiit illusionist/assassin.
Yeah well. Meaningless or not, my characters cannot let those two girls abandoned and sleeping in the streets struggling for food. Even when I'd like to play adopting one of the others, the way they implemented these two is too hard to ignore.
I always adopt Sophia and Runa Fair-Shield. Sophia, daughter of a stormcloak? Yoink. Runa? After what she said in response to Grelod's death? Yea, yoink. LOL.
Sofie, I always plant the flowers she sells me in the garden of whichever homested(current character lives in Windstad Manor) I originally adopt her to.

I desperately wanted to adopt Aventus Aretino on my vampire.
I also really want to adopt Skuli but I can't bring myself to make him an orphan manually...

Only ever adopted once, on my Female Khajiit.
Hrefna, because her parents conveniently got slaughtered by a Dragon right when I fast traveled to Dark Water Crossing after marrying Derkeethus.

that is what Lydia is for. I just have her sit in the house with sofie lol
If Aventus could be made adoptable, my Khajiit would take him home in a heartbeat.
