How did the Dwemer power Numidium?

A thought struck me while I was re-reading The Arctuarian Heresy... how did the Dwemer power Numidium? We know that they had access to the Heart of Lorkhan during the events at Red Mountain, and yet there was no record of Numidium making an appearance there. Is it possible that Numidium wasn't complete at the time of the Battle at Red Mountain, as the Heart wasn't fully integrated into it?

But... Numidium was at Red Mountain.

Sermon 36:

From what I understand, they were going to power it with the Heart of Lorkhan. Unfortunately, with all of them turning to golden skin, there was nobody left to place the Heart in Numidium, except perhaps for Yagrum.
