I have searched high and low here and else where. But I cannot find a single mention of how to apply the collar on a criminal that has surrendered. I got to James(I think) Alvord, the first to appear as a yellow blip and not attack me on sight, so I talk him down and he says "Put that collar on me". However, I have no collar in my inventory and the only option when looking at him is "Talk to james Alvord" to which he says "That's enough talking now"

Tried going back to Scull, a la paradise falls single slave collar, but no option exists to get another.

What gives?
