The default settings are based on a predefined list of various hardware components, nothing more. What it suggests should always be taken with a huge salt mine.

Run -> dxdiag -> Save to file -> Open file -> Ctrl-A -> Ctrl-C -> Paste into spoiler tags.

http://www.gamesas.com/topic/1122570-how-to-dxdiag/ gives instructions on how to post a Dxdiag. Post it on this thread, though, not on the linked one.

If 1776 x 1000 is what your resolution is set to and if this is your monitor: http://store.vizio.com/va19lhdtv10t.html

Then you need to tone down the resolution. Your GPU has to work extra for absolutely no benefit.

That monitor has a native resolution of 1366 x 768

Same thing applies. They both have the same native resolution.

I think he uses a external monitor...

You can't select 1920x1080 on a native 1366x768 screen...You know that.

Beside that he has an ati and those cards have native problems on external screens if you don't choose "PC Mode"

or you don't change the scaling options and set the over-scan future !!!!!

You can select it, it just won't have any benefits.

It is always best to use the native resolution. In your case, it is 1366 x 768. Make sure the computer itself is set on that and the game at or below that resolution.
