the value of items decreases once they are enchanted with absurd numbers. I havent tried this but is there some threshold as to when this occurs.? is it possible to use the restoration glitch to lvl up enchanting as fast as smithing, speech and alchemy?

You can't use it on Enchanting as it gives the same experience everytime. Only works with what you mentioned. Smithing, Alchemy, and Speech.
