i am not sure what is going on, but after completing up to a blade in the dark i seem to not getting any random dragons spawning, just the ones that are at the dragon liars.

It's random. Some rarely get them, some get too many, and some don't get them. Fast traveling increases the chances one will appear.

fair enough just feels weird since people are mentioning dragons when outside of word walls and liars i haven't seen one. fast travel and all has got me 0 attacks, trying to get souls before i continue the story.
