Stuck on "Loading dlc. Please wait."

I got the Ultimate Edition last week. I've been playing a previous character, and started a new character. Yesterday I fast travel to Camp McCarran, and I crashes. So I turn it off. Today, I turn it back on, and the game is stuck at "Loading downloadable content. Please wait.".

I tried reinstalling all the DLCs, still the same problem.

I tried deleting all the DLCs though, I can get through the loading downloadable content because obviously there aren't ANY dlc.

And when I look through my storage, I saw a Title Update #5, so I delete that too, thinking the game would reinstall that patch. And it didn't. So I assume that patch was for the normal edition. So should I just delete my characters (I REALLY don't want to do this; but on the bright side I won't have to waste skill points on some of the things I regret) and reinstall the DLCs because maybe the Title Update #5 was messing with my save files?

Help, please? Is there a specific order of DLC I should install? Should I avoid installing a DLC to get rid of this problem? Now I'm trying to install them one by one to see which one works and which one doesn't.

PS: Seriously Obsidian, I thought we got pass this problem. I have an average of 3 crashes per 5 hours, and I was totally fine with that. Now I'm unable to play the game at all, and that's... not cool. :confused:

So I deleted all the DLCs, deleted my old character (ouchie), disconnected from XBL, and all the DLC loads... Yay... :confused:

Did you reinstall the DLCs before or after disconnecting from Live? I'm having this same issue currently.
