question about upcoming newgen consoles and mods

has there been any word yet about the upcoming newgen consoles and whether or not their policy concerning mods will be to allow mods to be created for and used on them like they are for pc? and is there word yet about backwards compatability with games from previous gen consoles? (for example i have seen that some ps2 games such as silent hill 2 and 3 are now reformatted to play on ps3). the reason i ask about that is because they dont make certain older gen consoles anymore that i know of and i have a fairly large retro original playstation console games i would like to be able to continue to play and do game research on should my console some day finally die. hopefully this is the right section for this kind of question.

1. No announcement has been made regarding user-made mods on the new consoles, but I think it's extremely unlikely that Sony or Microsoft would make any major changes to their current policies. They would, in their view, be giving up too much control over the content on them by allowing mods.

2. XBox One will not be backward compatible with previous generation games. Sony has discussed making some previous-gen titles able to be played on the PS4, but they're planning to implement this by hosting the games on a cloud service and streaming them over PSN. Whether or not specific games will be re-ported to the new consoles will be completely up to the developers.
