They are. They all have the ability to cast magic. Even the non justiciars. They just dont always do so.
Since they were demi-god avatars.
They're based off of the Ebony Warrior whom is a 9ft tall Redguard avatar of Ebonarm God of War.

They aren't meant to be "normal". They are the incarnation of the two faction's fury personified.
Archers are the only ones who dont use destruction, but they aren't the ones who fight the SCs and Imps, its the thalmor warriors. And they still have restoration spells anyway.

There are several Thalmor soldiers who use no magic. Only one melee variant out of the possible 4 use basic magic. All the archers have bound swords.

For starters:
These are the only two melee soldiers in subset 03.(level 20)

The only ones who use magic in sub-set 03 are the 1handers with no shield and the dual wielders(both genders)

Same thing. Thalmor soldiers of both genders with shields have zero magic. The only exception to the shield rule is:

In this subsection, this particular female variant with a shield is the only Thalmor soldier equipped with a shield that also uses magic(flames and fast healing) The male equivalent follows the same rules as the other sub-sets
Basic rule of thumb: Thalmor with shields = no magic/pure warrior.

They're not far-off. They just didn't bother to differentiate between the one-handers and the shielders.
I wasn't just referring to Imperial legionaries, I was thinking more along the lines of groups such as the Knight of the Nine or blades who were heavily armed with a sword and board.
I feel they really underrepresented Skyforge Steel in the game. Despite all the boast about it being the best steel in Tamriel, there really isn't much of a notable difference in damage at all in terms of gameplay.
