They are. They all have the ability to cast magic. Even the non justiciars. They just dont always do so.

Since they were demi-god avatars.

They're based off of the Ebony Warrior whom is a 9ft tall Redguard avatar of Ebonarm God of War.

I was bored and got tired of the constant usual Civil War debates. So I decided to use that as inspiration for an idea I had for this experiment. I thought it would be entertaining in lieu of Evgir Tinvaak unlsaad...

They aren't meant to be "normal". They are the incarnation of the two faction's fury personified.

Archers are the only ones who dont use destruction, but they aren't the ones who fight the SCs and Imps, its the thalmor warriors. And they still have restoration spells anyway.

There are several Thalmor soldiers who use no magic. Only one melee variant out of the possible 4 use basic magic. All the archers have bound swords.

FYI: I'm looking at the creation kit right now.

No they don't

For starters:

These are the only two melee soldiers in subset 03.(level 20)

EncThalmor03Melee1HFShield

EncThalmor03Melee1HMShield

The only ones who use magic in sub-set 03 are the 1handers with no shield and the dual wielders(both genders)

Here's what the highest tier looks like: Sub-set 05 (level 36)

EncThalmor05Melee1HFShield

Same thing. Thalmor soldiers of both genders with shields have zero magic. The only exception to the shield rule is:

Sub-set 02 (level 04)

EncThalmor02Melee1HFShield

In this subsection, this particular female variant with a shield is the only Thalmor soldier equipped with a shield that also uses magic(flames and fast healing) The male equivalent follows the same rules as the other sub-sets

Basic rule of thumb: Thalmor with shields = no magic/pure warrior.

Not in Morrowind the Imperial legionairies weren't. They mostly had sword and board with light. Which for me works better considering they aren't pure warrior (maxed out stamina / strength) whereas the Nords with 2-handed were heavy armor which again to me works better as it give better defence for the slower weapon.

Considering Nords are supposedly some of the best smiths in the whole of Tamriel and have some of the best armor as a result, the Stormcloaks do seem a bit poorly equipped. Especially as the Nords lack magic in their lore so rely solely on melee and physical defence.

They're not far-off. They just didn't bother to differentiate between the one-handers and the shielders.

I wasn't just referring to Imperial legionaries, I was thinking more along the lines of groups such as the Knight of the Nine or blades who were heavily armed with a sword and board.

I feel they really underrepresented Skyforge Steel in the game. Despite all the boast about it being the best steel in Tamriel, there really isn't much of a notable difference in damage at all in terms of gameplay.
