if you own the horse it should follow you on fast travel. you could also check the stables of the cities where you own property or if you have a heartfire house with stables

Arvak can be summoned. Fast Travel anywhere to have your horse appear.

If it's your horse it appears when you fast travel. There are no horses that can be "summoned" unless it's Arvak.

If you stole the horse then it started walking back to its original stables.

Yep, even FT to the cell you are in and the horse will show up. Unless your in a town, then look in the stables.

Its quite possible your horse got killed without you noticing, if its not showing up on fast travels this is most likely. Anytime I get a horse its only a matter of time before it gets killed and often I don't even notice it happen.
