For me the Hunting rifle is the most crappiest weapon in the Fallout 3 weapon arsenal. It only shoots one bullet a time and it takes ages to reload after every bullet you fire. Only in V.A.T.S it seems that the Hunting rifle does it not so badly. Further then that, CRAP!
For me the best weapon is definitely the Chinese Assault Gun and the Terrible Shotgun. Both are a bit overpowered if you would asked me.

.32 Pistol or Chinese Pistol. Seriously raider, why would i pick one up from you? I'll fight you with my fists instead.

The http://fallout.gamepedia.com/Chinese_pistol is the worst weapon in the game. It only does 4 damage (the same as a BB gun), but it doesn't even have the silenced fire of the BB gun. Seeing as how you get a 10mm Pistol for free while escaping Vault 101, the only reason to take a Chinese Pistol is to sell it.
