Skyrim won't run now with or without mods

Whenever I start Skrim, it gets stuck with the intro. Screen just without the Options (loading a game, continuing, etc.) Just a black screen with the skyrim logo. My Papryus log also keeps coming up with the same thing every time I start skyrim. Note that the same thing happens with or without any mods.

EDIT: Steam said a file needed to be redownloaded, and after supposedly re-downloading the file, it still has this problem

Just a wild guess: Could your C:\Users\[Name]\AppData\Local\Skyrim\plugins.txt have been corrupted?

If it does not look healthy, try renaming it into a backup version (like plugins.txt.old or something) and see if the game would create a new healthy one. No guarantees are given that this would make a difference, though.

By the way, you did not mention anything about having verified your game files via Steam, but that is such a basic troubleshooting procedure, that you surely must have done that to begin with. (Beaten to it)

yeah, it keeps saying that one needs to be redownloaded, and then I guess it tries to redownload it and says it's successful, but then, it simply goes on to continue having the same problem.

Essentially by opening it with a text editor to have look inside and see if it contains a reasonable looking list of game files to load. That is where Skyrim actually keeps track of which DLCs and plugins are active.

You can always also just try to rename it and see if "removing" it that way would make a difference.

If that doesn't work, try deleting your .ini files - Skyrim.ini and SkyrimPrefs.ini, located in the My Documents\My Games\Skyrim folder.

The file doesn't seem corrupted, but I'll have it generate a new one along with deleting the ini files, I'll edit this post in a few minutes and tell you guys what happens.

okay, neither suggestion worked, made it generate new files and it's still having problems, any other suggestions before I completely reinstall? (which would stink if I had to do since it would take a couple hours to re-download...)

Well, those are pretty much the standard solutions, nothing else comes to mind, that would be equally basic.

You may have to reinstall, but there is also the option of first trying a partial reinstallation by removing from your data folder all small files, script files in particular, and leaving all the biggies like the bsa files and the esm files, and then doing a Steam verification.

If your troubles arose after doing something special, like installing a mod, or whatever, that could possibly also help somebody to come up with an alternative approach.

P.S.

concerning the one file Steam doesn't seem to update: Sometimes that is the case with a particular file called installscript.vdf, but that would be a Steam-specific file that is not used by the game directly, and may be seen by Steam as outdated every time one does the verification.

Something else to keep in mind with Skyrim is that it, much more so than previous Bethesda titles, has a tendency to "bake" scripts into your save files, and as result disabling mods on a current save can lead to a lot of problems. This doesn't have anything to do with your case, since you can't even load a save, but it's something to keep in mind in the future when troubleshooting.

Alright, well, I'm just going to reinstall it completely and give it another go, this did occur after installing a new mod, however, even when I disabled the mod, it still had problems...

In Skyrim, just disabling a mod may not be enough, especially if the mod comes with loose files (files other than an esm/esp, which are not packed inside a bsa archive, could be scripts or animations or whatever). In such a case the loose files may need to be hunted down, tied to a stake, burned under a moonlight, and the ashes stomped into the ground.

So, you may perhaps benefit from the Data folder cleansing operation I described above.

Anyway, it is good to keep in mind, that even if you wish to completely reinstall Skyrim, it would still make sense to wipe out the Data folder. If you don't do that, and your troubles come from a loose file there (or perhaps a mutually incompatible set of loose files), reinstallation may merely overwrite all the normal game files, but will leave that file untouched, ready and able to create problems again.

Ugh, I reinstalled and it still doesn't work, but I forgot to do the data file thing, alright, I'm going to clear the data files out and see what that does, I'm also unsubbing to a mod which I think could be causing the problem...

While at it, and if you have not yet deleted everything, you might also like to check, out of curiosity and if you so wish, if any of your mods have installed mod-specific ini-files. I don't have much experience with those, as I have not used any mods with one, but it occurred to me, that such files might also be able to mess with your system. I am not immediately even certain which folder they might be found in.
