NPC reactionscomments about player

I mean an NPC comments about players status. For example: when player is running naked.

Are they done via packages or somthing else? Or well... what am I looking for?

I have a feeling its done with the Story Manager firing off a dialogue quest. Not 100% to be honest, no where near my PC at the moment so cannot check for you :shrug:
