Basically the title. The three rings are stuck and they won't move, while I can put the claw in the keyhole and it doesn't do anything. No darts come out either. I've tried reloading to the last save, and stopped playing for a while and got back on, but it doesn't work. I've never had many bugs, so I'm not sure how to deal with them most of the time.

Leaving the cell and returning usually fixes this one.
But you might also have to clear the cache on your Xbox. That should work for sure.

The following is from the wiki, maybe one of these ideas might solve your problem:

• Clear the hard drive system cache: http://support.xbox.com/en-US/xbox-360/settings-and-initial-setup/clear-s
• Clear the game cache: When starting the game, press and hold LB+RB+X and release at the title
• Save and then immediately load that save.
• Load either the auto-save from the entrance, or a save from before you entered.
• Exit the location, save, and load that save.
• "Reset" the door by selecting the right combination and try the claw, then turn each ring once and try the claw again. Do this until the correct combination re-appears and try again.
