Weight Altering GlitchBug in Dunbarrow Cove?

Ok so, here's the goings on. I sold some stuff to the fence and trained my Mercantile. I went into my private quarters to store all my stuff except things that would increase my encumbrance, because Im going back to a cave to scavenge all the stuff I couldnt carry.
So I had three points of weight being carried out of 425 and I put on a base Ring of Feather (25 pts), the Gray Cowl, and a Mind and Body Ring (fortify str 8 pts). But I noticed something was wrong, with all of those things on, I hadnt even gone from 425 to 500. The Ring of Feather was only increasing my encumbrance by 3 pts, the Cowl not increasing at all, and the last ring by only 50 points. I started freaking out.
So I loaded to the last save (which was right before I did the trading and training) and put on the Cowl. It increased my encumbrance by 200. Awesome. I went through the same process, and even though this time the Cowl raised me by 180 pts, the others were the same and this still isnt good. So now Ive loaded back to the previous save again and I HAVE NO IDEA WHAT TO DO SOMEONE PLEASE HELP. This has NEVER happened before until now and I honestly havnt done anything different. For the last few irl hours Ive been looting caves, selling to the fence, and training my Mercantile.

This may be the source of the confusion: The Feather effect reduces the weight of your current encumbrance. It does not increase your maximum.

glargg's right. Fortify strength will increase your encumbrance. Feather will reduce the weight of your load. The takeaway here is to apply feather once you are pretty heavily loaded up.

If it was meant to lighten your load, then (as an example) if your encumbrance was currently 200/300 and you equiped the Cowl, why does it change to 200/500 and not to 0/300? I get what you guys are saying, but Ive been playing Oblivion for seven years and Ive never seen the feather effect act this way. And even then, the base ring should reduce my weight by twenty-five and not three, correct?

I recommend taking a look at the UESP wiki segment on feather in the link below - especially the warning section. It makes my head hurt but, again, the take away is feather works best when applied once you are loaded up.

Internally it does do more like the 0/300. For some reason that doesn't show up properly on the inventory screen.
