I am in my 2nd round of playing Elder Scrolls and this time figured I would make it a bit harder on myself. I told Mjoll that I liked the thieves guild and now cannot get quest for Grimsever. I have helped about everyone or done about every quest I know of in helping citizens of the Rift. Mjoll does call me her friend. But do not have option to ask her to be follower. But in reading don't expect to until after completing her quest.

Any hints on how to normally get quest going for Grimserver?

Made it hard on yourself all right, Mjoll has little love for the thieves guild. Sounds like you need to revert save from before the time you talked to her.

Also I do believe that quest may be level dependent, it's possible you may have not reached the minimum level since it requires going into a dwemer ruin. I saw absolutely none for a long time in my first playthrough but after finally getting a dwemer quest they all seemed to start opening up.

There it is, required minimum level of 14. Level 15 suggested.
