't all started when Ulfric decided to have a discussion with Torygg in the old fashioned style.

The Empire stepped in some months before the game Skyrim starts, shortly after Ulfric killed the High King. There are references to the Jarls having small-scale infighting that involved the Stormcloaks for years before that. And many would claim that the symbolic start of the civil war was the Markarth Incident.

you got it backwards Ulfric killed the High King THEN The Empire stepped in.

after all we can't go and let just any usurper try and steal a high kingship. There are channels to go though and forms to fill out for the imperial bureaucrats. if we go by he said, she said we'll just end up with a bunch of dead Jarls with there face's http://www.youtube.com/watch?v=Ip7QZPw04Ks off.

That's what he said: "shortly after Ulfric killed the High King."

I would agree, too, that the Markarth Incident would have to be considered the "spiritual" beginning of the Civil War--or rather, the aftermath of the Incident. Full-scale warfare can only be measured from the death of Torygg, though, at least as far as I know; after the Incident, the Empire imprisoned Ulfric and thought that the problem was solved, and no real battle was fought at the time.

This is something that our sources in the game don't agree on. There are at least two NPCs (one in Riften and one in Falkreath, I believe) which mention the war as having gone on for several years. Yet other sources suggest that the war only broke out very recently.

This is really silly, considering how recent the events are.

Well, considering that they still haven't gotten around to executing the guy who let Ulfric escape after Torygg's death until you walk into Solitude, I imagine that the fighting hasn't been going on for that long... Sadly, I still haven't had the opportunity to visit Falkreath or Riften in any of my (admittedly not very thorough) playthroughs, so I don't know these characters or their dialogue.

And I suppose that they could also be saying that Ulfric was fighting against the Empire long before he dragged the rest of Skyrim into it by killing the High King. That would definitely lead to a few questions about Imperial motives in fighting Ulfric prior to the death of their legal representative...

Vulwulf Snowshod is the NPC from Riften. He says:

"Lilija joined the Stormcloaks many years ago, when the first of the skirmishes broke out across Skyrim. I was so proud of her. She served as a Battle Maiden, using her healing arts to help those that fell on the battlefield. Never even lifted a blade in her life. It didn't matter. The Imperial soldiers cut her down... killed her like a dog and left her body to rot in the mud. And that's why I won't rest easy until every single Imperial soldier joins her, and Ulfric sits upon the throne of Skyrim."

In Falkreath, Solaf of Gray Pine Goods is the one. He says:

"I was once, but not any more. I was wounded in a skirmish up near Windhelm. This was years ago, mind you."

Unfortunately, none of them say how many years ago.

Also, its worth noting that General Tullius is supposed to be a replacement sent by the Empire after their prior commander(s) in Skyrim performed so poorly against Ulfric's men.

In earnest? The Battle of Whiterun. Before that, it was a bunch of skirmishes. But whiterun? That's when things *REALLY* come to blows.

This is what i was talking about,

I think people are thinking about the "war", i meant what was going on before you step on the scene?

I'm pretty sure there was something on it in the imperial library, i just can't find it
