In my honest opinion I would say Fallout 1 is the best. I won't say why since it'll probably start some sort of Fallout game discussion war here, but it's just my opinion. For the downloadable content I chose Broken Steel, you can't go wrong with ten more levels to get as well as more perks.

they are all pretty good...but the most important is broken steel because of the new level cap and removal of the original ending...not to mention all the new perks..second for me is operation anchorage because of the chinese stealth suit mainly also the gauss rifle is nice to have.

Fallout 1 is still my favorite because it is the original and because of all the games the purely post-apoc setting made the most sense. Because the subsequent games have taken place later in the timeline, the overall destruction has made a bit less sense.

That said, Fallout 3 is a very good game and updated take on the setting and series and I've been pretty happy with the DLCs. However, to me Broken Steel and Point Lookout are clearly above The Pitt and Operation: Anchorage. Anchorage suffers from being an FPS largely on a rail with essentially no RPG elements and The Pitt is a good idea jammed in way too small an area to be much fun. Broken Steel gets the edge over Point Lookout, mainly because the level increase is an absolute necessity.
