In Oblivion I used Weather Control Cyrodiil [set in the sewers] to have a perpetual foggy land. It both stabilized the game, hid the popup landscape and a haunting environment with unforeseen spontaneous battles out of nowhere. I am looking for the similar for Skyrim for the same reason. I do have Supreme Voluminous Fog but it's few and far between.
