Picking up skills

I always feel insecure about my skills during my game play and i wanted to ask a few questions about how to pick up skills at character creating and how they should be leveled up.

i am currently playing a dunmer scout-type character but i wanted to through in some mysticism because i always wanted to try out that school in morrowind, however, i feel like leveling mysticism makes me level up quicker and cause my multipliers to be lower. now, this may be an oblivion thing where if you dont level up properly enemies surpass you, but still it makes me feel strange, and if i dont level it up i cant use better spells with a better success rate but if i level it up i mess up my levelling. i dont know.. how do you guys sort th skills you want to use? do you put them all in mayors? or do you put them in misc and train the [censored] out of them?

Morrowind requires more pre-planning than OB.
If you want to get into Mysticism you should have set it as a Minor Skill, at least.

Putting something in Misc that you might use is not a good idea, especially for magic. You can, but it will require more work.
Most skills are useless below 20, and only get reliable above 30.

Knowing what your Class looks like would help us give advice.
