I have to deliver the axe back to Jarl Balgruuf. After doing so, I must report to Legian Quentin Cipius. When I talk to him, he just says the normal things such as "I can't wait to kill more stormcloaks," etc.

Other people have had this problem yet I can't seem to find a fix. I have reloaded a save, used console commands to kill and resurrect him and tried doing another quest and going back to see if it fixed itself, but none worked. If anyone could help me out that would be great

Okay found a fix.

1. Open console

2. Type "setstage cw03 10" enter

3. Then you type "setstage CWSiegeObj 9000" enter

And now it has broke the reunification of Skyrim quest. Great :/

Hmm, yeah that's the [censored] things with console commands, sometimes it can mess up your quest-line.

Try to do another part of the main quest and then went back to Dragonsreach and give a report.
