It depends on which bodies. Some are permanent, so delete if you've been away from the cell.

I just pick them up and throw them in to the nearest river.

Why is there a mammoth near Winterhold? Just stay away. Be in an another city, wait a few days, go back, and see if the mammoth is still there.

I believe it takes 10 in game days for a cell to refresh. Some bodies/ash piles do no disappear though. Cells will not refresh if you are in them. Go to Blackreach and wait 10 days and see what happens.
