The general consensus seems to be he retroactively reshaped it, since he's a god. If he's a god, he's not necessarily under the rule of other divine forces like Time.
The other, less fun explanation is basically that for whatever reason pencil-pushers thought that a forest will sell better in the aughts, and now they want to be visually consistent with previous releases for people who don't know about Talos and bending around time and stuff.
He changed Cyrodiil past, present, and future. It was never a jungle. Or transcription error. Take your pick
I agree. But what are you gonna do? Better to think Talos CHIMed away the jungles from existence than the alternative.
