I already read Bethesda's Lights and FX Tutorial.

So, I know 'Shadow-Casting Lights Bugs', like this.

"Shadows generate additional polygons and only four can be visible at any given time, so be careful of how many of these you use.
Too many shadow-casting lights will quickly cause performance problems and visual bugs." - It means, only shadow-casting lights will cause visual bugs.
So, I only put the Omni Light(not Shadow-Casting) at Lakeview Manor(in Hearthfires).
But Omni Light also generate visual bugs when I put more than five Lights in interior cell.
How could it do that? Bethesda said, "Too many shadow-casting lights will quickly cause performance problems and visual bugs.".
But it isn't 'shadow-casting lights'. Please help me. I'm going crazy :'(

Too many any lights or fx that generate light will cause visual glitches.

You just need to spread them out. If you have too many close together, or overlapping, you'll see glitches in game. Its always a good idea to jump in game to test every so often when laying out your lights :)

When in the CK with a cell loaded up, you can press the 'L" key to toggle the light wire frame. It used to be a good rule of thumb to not have the wire frames overlap which helped keep away from any light-caused glitching. Though I see that the Bethesda Devs didn't really follow this guideline, so perhaps it doesn't apply anymore. But yeah, it's better to brighten the cell default lighting than add a bunch of lights if you want your cell well lit and glitch-free.
