Energy Weapons Juggernaut

I recently started a character that I want to make into an energy weapon wielding juggernaut. I have some of the basics down as I already have a big guns juggernaut character.

The special started off as

P 6

E 6

C 1

I 9

A 6

L 7

I took intense training to put luck at 8, swam to Rivet City for the Intelligence bobblehead before level 3, and soon after nabbed the strength bobblehead. I used a mod that replaced the 10mm pistols and ammo found on the way out of vault 101 with laser pistols and ammo

He did the radiation and super duper mart portions of the Wasteland Survival Guide, went and got the Lucky Bobblehead, Did the main quest up to talking to a "Certain Doctor", and also did the quest for A3-21's Plasma Rifle.

He now has a laser pistol, a laser rifle, and A3-21's plasma rifle. He is only level 6 and finds keeping his rifles fed to be rather costly and has no access to repair guns for the plasma rifle. As such he has to limit his use of his rifles and honestly the laser pistol kinda svcks for anything more than basic enemies.

I am wondering how I should proceed with this character. I am not sure how soon I want to do "that one quest" that makes plasma rifles easy to come by. Also I would like any tips or tricks related to energy weapons characters.

Oh, and as for armor he will eventually have power armor. I use the Latest Unofficial Patch (Just got redone and made a lot better a day or two ago) and the patch makes the winterized T51-B degrade normally so it isn't far and away the best armor for this character, though it does beat basic power armor.
