It's hard to say - looking at the weights of potions, I'd say the unit might be kilograms - half a kilogram for a potion would make sense, if potion bottles are about half a liter. But then again, the weight of amulets would be a full 1 kilogram. That's one HEAVY amulet!
So maybe pounds would be closer to the truth.
Considering the fact that Dragonborn can carry several heavy armour sets we cant say that weight is more of a "game mechanics" weight unit rather than "in-game universe" weight unit.
Still, if it would be an in-game weight unit, I think it would be called in some unique way, not kilograms, pounds or anything like that.

i don't think it(s pounds or kilograms cause if you look at the weight of swords , most in the 10 units weight range minimum which is unrealistically heavy , a real life one handed sword would weight between 1kg and 2 kg at best for the thickiest designs otherwise its not practical and your wrist is dead tired after swinging it for 2 minutes
I read an article awhile ago, and the OP, using equations, figured out that the unit is something like half of a pound.
