Hopefully the AI is improved as well. I could see a 60 on 60 battle easily turning into the player character killing 60 enemies while 59 of his allies svck their thumbs in a corner

This. They can't just go about assuming everyone has a fantastic gaming PC. Then theres the next gen consoles which are only on par with current PCs. Things will change and becoming more performance demanding 4-6 years from now when the next TES game is out.

TES is not built for massive scale battles, its just not the main focus of the game or the series for that matter. Its all about the story progression not the action (even though Bethesda kinda svck at writing).

Please explain how massive scale battles would interfere with story progression, or throw the game of the main focus. If the siege of Whiterun had 60 vs 60 (supposing the machine you were using could handle it) and gave you the ability to call in different units, how would it have taken the focus off the story?

that more of an RTS Mechanic... Or arguably a Planetside 2 Mechanic (which is its own genre IMO)...... wouldn't really fit in a TES game...

I agree that it would have been nice to have larger scale battles, but I guess they did the max or close to the max that consoles could handle. I'm sure some of the PC players could handle a 20vs 20 and still keep a decent frame rate with their rig. I know my Xbox would probably explode with that much going on at once.
