Are there any NPCEnemies with no set max level?

Without ANY spoilers, could you please tell me whether what the title says is true or not?

I've reached level 81 with 100 points in every skill, and mastered all perks that I need. If I make some of my skills legendary, I will be able to level up further but my character won't get any stronger; only versatile.

However, if leveling past 81 means level-scaled enemies or NPCs in the game get stronger because they don't have max level, I don't want that because I'm playing at maximum difficulty with many hardcoe mods. (ex. if my level is increased to 100 and there is an enemy that is scaled to *1.5 my level with no max level, than I would be facing an enemy with 150 level!)

No. The highest regular bosses will go is level 50.

At least 5 individuals are higher than level 81.

Two followers will level to 81 with you.

Other than a few dragons, there is no new content/enemies after level 50.

The only enemies that "level" are certain unique exceptions and bosses. Like Miraak and Lord Harkon.

90% of enemies have a set level.

This comes up every once in a while and I kind of don't understand why it matters. Are people just trying to find the high-water mark for bosses so they can ... what? so they can relax knowing their PC is at a higher level than the boss? How does that work? If you're level 55, doesn't it depend on your build whether or not you'll easily handle a boss? I guess if you reach level 75 it's easy to relax but again, doesn't it really depend oh how OP the PC is?

My stealthy illusionist/thief at level 48 can still get one-shoted by bandit marauders because I've severely curtailed crafting. Her AC is only around 245 and iron flesh adds another 60 or so. See? The level isn't that important, it's the build.

Curiosity aside, it actually really matters for Illusion magic which can be ineffective against higher-level opponents unless the caster has the appropriate perks.

Incidentally, I realized that rolling Illusion over to Legendary at 100 would be a terrible mistake if that's your main magical weapon. Unlike Destruction, which becomes costly without perks but can still do damage, illusion becomes ineffective without the perks! So you'd loose Calm, Fear, Frenzy, Frenzy Rune etc. You'd have to grind with Muffle and reserve some perk points to rebuild the skill to an effective state (all of which kind of defeats freeing the perk points in the first place).

To people the only thing that matters is to keep leveling. Their only aspiration is to see higher numbers nothing else. It's the only thing that keeps the game fun for them. Without seeing a level up every once in a while then they are not achieving anything. Probably the reason why you see that people pay for an increase in level cap in FO3 or in Borderlands even though it doesn't make a difference.

I know what you mean, but man, that gets boring in a hurry. It's the subtleties of the build varieties that makes Skyrim so engaging for me.

Well, I've never played COD so I'll take your word for it. Thank goodness the game is robust enough to accommodate both types of users. It would be really, really boring to just start and jam through to the max level... what? and then just repeat? blah!

The highest level NPC possible is Miraak and Argneir at 135 I believe. Or 150. Or something like that. Argneir is weak though, you can squash him like a bug at level 40 and up. Miraak's health is low to compensate for the fact that he reheals himself completely 4 times in your fight against him. So really his health is like 3500 or something, which if I'm not mistaken is the highest for a humanoid NPC...oddly enough he uses apprentice level spells and weapons.

Wait....are you asking about which enemies level with you past level 81 or which new enemies appear? If new enemies then yeah level 81 I think with the Ebony Warrior and 79 or something for legendary dragons.

Arngeir and Mirrak are the highest level NPC's in the game, I should say that Mirrak has the potential to be at the highest level due to scaling. Both cap out at 150. Not sure where Alduin ends up as he does scale with you.

Jhizago (The Khajitt Mage), The Dark Brotherhood Generic Follower, Serana, and Frea all scale with your level up to 81 and maybe beyond. I think Teldryn Sero also scales with your level, although I'm not 100% sure.

Um. Revered and Legendary dragons are possible to find at lvl 50 though... And I've found Serpentine dragons before level 50 for sures...

Serpentine Dragons apear at level 55

Revered Dragons apear at level 59

Legendary Dragons apear at level 78

If Legendary Dragons can be found at level 50, I can safely assume the same with Revered as well. Serpentine for sure sense you will always fight them during the Dragonborn questline at one point or another...

They have a chance, while very small, to show up anytime. It's just they become apparent in the leveled lists at those associated levels. It's kind of the reverse mechanic of the low end enchanted items.

On a side note... What's with all the gloating? :shakehead:

Crafting skill has little impact on how much damage you can take at least at high levels where you have access to good armor anyway.

How much health you have is far more important, of you have 600 health you are litle likely to be one shoted even without armor.
Now try it with 120 health :)
