I'm sure they could pull off a questline instead of taking a more straight forward route.
Now, how anyone can remove a Daedric Prince's grasp over the souls in his domain is another story.

Rescue a bunch of whelps why in oblivion would I do that for when it's a honor to be apart of the pack kodlak was a weak pathetic fool to give up the gift a fool I would off killed if given the chance.

But on topic, I think it would have been an awesome DLC especially if there were two sides to it. That is what they should have done with Solstheim, make the Skaal village have a portal to Hircine's realm and the main quest involved the Harrowing of the Hunting Grounds, and then they could have had all the extra fun side quests on Solstheim as well.

My first thought when I heard Kodlak suggest that was that Hircine would probably be thrilled if it were to happen. I wouldn't go so far as to say that was actually Hircine's plan along, but it is actually possibility.
Why? Because what Kodlak is suggesting - that the heroes of Sovngarde go charging into the Hunting Grounds, facing all of the hunters therein, to track down and recover the souls of the Harbingers of old - well, that's certainly an epic challenge worthy of those legends, but it's also a epic hunt happening right in Hircine's own playground. Whether he lost a few souls from his realm (or gained a few new choice ones - also a possibility) would probably matter less (if at all) than the sheer sport it presented.
In fact, I wouldn't be surprised if it's considered to have happened at some point in the future lore because it's a win-win no matter which side you're on.
Meh, would rather want Coldharbour (that isn't TES:O).
