After a lot of fallout characters I have come up with one that will be quite a fun playthrough. She is a combination of the best aspects of previous characters. While she can be potent in Vanilla New Vegas she thrives when combined with features and implants introduced by Project Nevada http://newvegas.nexusmods.com/mods/40040/? and the update/enhancement for it: Project Nevada Extra Options http://newvegas.nexusmods.com/mods/47285/?

Starting off she will have a special like this:

She will specialize in Unarmed Combat with weapons geared toward Critical Hits. She will want to get a Bladed Gauntlet as soon as possible, and then replace it with "Embrace of the Mantis King" once she reaches New Vegas. That weapon will carry her until she gets the "Fist of Rawr"

With Project Nevada you gain the ability to sprint at the cost of burning AP. This Enhances her ability to close on a target. Also Project Nevada introduces new implants. She will be wanting Bionic Eyes (Night, Thermal, and EM vision), Synthetic Lungs (Breathe underwater and halves AP cost of sprinting) and all 4 Limb Regenerating Implants (you have to hunt these 4 down individually)

She will also want the as many of the vanilla implants as possible short of the Charisma and Phoenix Monocyte breeder.

Also, with the Project Nevada Extra options Addon you can take a perk called "Charge!" that allows you to sprint with your weapon drawn (Without it you would sheathe your weapon while sprinting and have to wait for it to be drawn after a sprint) and also allows you to "tackle" (Knock enemies down and back) by sprinting in to them, but only if your strength is higher than theirs.

This will be her list of perks (not in this order)

Charge! (PN EO) This is a free extra perk as I keep it if I choose it before leaving the starting location perimeter and then choose another level 2 perk

Just lucky I'm Alive or Thought you died depending on if you feel you need more attack power or more health with a little attack power boost.

In Old world Blues she would go for Big Brained, Cardiac Arrest, and Spineless. This way only her 4 limbs can be crippled, and with Project Nevada her limbs can heal themselves once implanted with the proper implant

This character will be an open combat fighter who charges into battle and uses grenades and mines for clusters of enemies or tough targets.

My idea of who this character is is a freak of nature (in a good and awesome way) that is tough, fast, and self sufficient. She has been enhanced from radiation induced evolution and cybernetic implants. She also uses drugs to increase her performance in tough situations (Ex. Clearing Dead Wind Cavern or Quarry Junction) and her enhanced physique leaves her with little drawbacks from drug use. She would also excel at the survival skill for sustenance, healing, and poisons.

This is going to be my first no fast travel character. I think she will be well equipped for long jaunts off in the desert.

Make note that this character build's perk selection was thrown together as I wrote this and may still need some tweaking. Suggestions are welcome.

Edit: I remembered the trick to get a free perk by choosing "Charge!" before leaving goodsprings and then choosing a different one after "rebuilding" the character when prompted. As such I can have a total of 25 perks+"Charge!"

I also removed "Educated" after deciding it wasn't worth it. I am keeping Comprehension as the boost for skill magazines means some skills don't need to reach 100 ever.

I replaced it with Heave Ho! and decided to opt for explosives perks rather than sneak perks.

Adamantium Skeleton was removed because my limbs will heal over time due to the implants from Project Nevada.
