Fire vs Shock

I am still undecided how to plan out my Destruction tree on my current mage. I was wondering is it better to go with Fire or with Shock? Nothing is resistant to Shock (except rare Storm Atronach) but Fire is more damaging and cheaper (which is important for me as on this character I'm going with +50% fortify Destruction maximum). However, half of the Dragons are resistant to Fire, as are Dunmer and Fire Atronachs. Also, does anyone have a list of all the creatures which are weak/resistant to Fire (and other elements) in the game? I had no luck in finding it.

If I go with Shock, I could wear Zahkriisos mask which could allow me to have 105 damage on my Thunderbolt. If I go the other way, would you recommend me perking Augmented Frost as well, or is it not worth it? (for fighting Fire Dragons). I'm also playing with Unofficial Skyrim Patch so that means no bonus Fire damage from Aspect of Terror.

Each are useful against different enemies, you can go deeper into one of you wish, but having them all at your disposal is best IMO.

Shock is good against mages as it drains magicka as well.

Frost against warriors as it drains stamina.

Fire is a good all rounder for damage.
